Definitely the best book in this set.* This time, the author actually takes the time to develop a character that you can care about. His motivations make sense. The world is also developed enough that you can imagine it and understand how it came about (as horrible as it is). Add a compelling narrative and you have a very good story.
*I read this as part of a four-story book of Bachman/King novels.
